Thanks. Technically, you're correct. But I can see why someone servicing
the system might prefer a separate disconnect. It's 100% clear that
you're disconnected when you flip the switch. A GFCI, which might be
remote at an electrical panel, or might fail, isn't as safe in my
opinion. To me, having this new provision isn't a big deal. Putting in a
disconnect is an insignificant cost compared to a whole level 3
installation.

An "emergency disconnect" (supposedly to protect first responders) for
a hardwired EVSE is redundant, as the GFCI will already serve this
purpose. In fact, the EVSE is safer than any other wiring in the
building.
