The concern appears to be first responder safety, not servicing. Anyone servicing an EVSE would (should) know to lockout power, just as in any other electrical connection to a fixed installed appliance. The EVSE has it's own built-in GFCI, and there is the pilot system. If fire melted the cable from the EV to the EVSE it would cut power. If a first responder cut the cable, both the pilot loss and any leakage current would trip the GFCI. Two layers already!
This reminds me of the bulls**t Solar RSD requirement that has caused more fires than I can count! Thousands have been recalled. Dumb. More training for first-responders is the proper path here IMO.
