My Windows experience is limited, but I think that the standard in Windows
applications is that scrolling the page up or down is not allowed to push
the cursor outside of the visible area of the window.  So if you scroll the
page so that the cursor would be moved off the bottom, it gets repositioned
so that it appears at the bottom of the area that remains visible.  Same
idea at the top if you scroll the other way

I find this a little awkward since I'm not used to it, but I'm sure it
feels normal to those who are.
