But what if you have two voices in a single staff? If all your staccatos
stay noteside they're going to end up on top of the notes in the other
voice, right?

Maybe this doesn't come up much in other styles of music, but I do a lot of
choral scores, and two voices in a staff is very common. From my point of
view, separate tools for stemside and noteside staccato is a basic
necessity.
