Providing the Finale files is akin to a software developer providing source
code rather than a binary executable. Generally speaking licenses that
provide for source code cost substantially more than those agreements
without such a provision. 

You provide source, then they'll want documentation. Then, you'll have to
follow house programming standards. Yes, I know the metaphor starts to break
down...

If it's important for the publisher to have Finale source, then they should
pay for it. Given Johannes' reputation as a musician -- and as an engraver
-- they should contract with him to make future revisions. Perhaps hire him
to develop those house standards.

That's not an alternative. The publisher told me they have an archive of all
the music they published, both Finale and Sibelius files. They keep this to
be able to make changes for future corrections, should these ever be
necessary.
