[Finale] Up beats (pickup beats?) anacruses

If I am reading the instructions correctly the way to format up beats, whether they occur at the start of a piece, or especially if they occur elsewhere, so that they are not counted as extra bars seems a little awkward to say the least.

Is there a plugin (or any other way of doing it) so that one may select, for example, two bars (measures) and tell finale to treat them as one bar for bar numbering purposes?
