Is there a plugin (or any other way of doing it) so that one may select, for example, two bars (measures) and tell finale to treat them as one bar for bar numbering purposes?

Measure Tool, Measure Menu>Measure Numbers>Edit Regions,
then "Region 1 includes..." the starting measure number is
already highlighted in my version, so you type 2 to replace the 1.
This will start the bar numbering at measure 2 instead of measure 1
(the pickup measure). Exit.
That's one mouse click-and-drag, one key press, and hit Return.
Were you using some more roundabout way?
