Incidentally, I put in a feature request last year for music spacing styles which could be applied to a measure region like staff styles. At the time, I was working on a piece which was mostly in fast 4/4 but had one section in very slow 4/8. I wanted to space the 4/8 region with a wider reference width so that it looked different from 2/4 in the fast tempo. As you've noted, this means spacing the whole piece, then changing music spacing settings and respacing the 4/8 area, then changing the settings back.
I'd like to be able to attach a style to a region that defines the spacing parameters for that region. Then I can just select all and apply music spacing, and those params would override my default spacing settings for that region.
I know this wouldn't fully address the particular problem you're talking about, but it's a start.
