I don't know what this is intended to mean. It doesn't sound correct at all. If you get a new PC, yes, you'll have a new copy of Windows (pre- installed). If you build your own PC, you'll have to install Windows. But that's no different from a Mac (for which you don't have the choice of building your own, BTW). The implication of the above is that adding hardware to a PC requires re-installing Windows, and this is not now nor has it ever been correct. Care to clarify what you actually meant? -- David W.
