Oh, I think I see what's going on. For the outgoing packets, you have to
specify a destination (a machine name or ip address) in that blank space
between the two adjacent commas. On the receiving end you leave this empty
because you don't care where the packets are coming from. But to send out a
packet, you need to specify a destination. (Kind of like forgetting to put
the destination address on an envelope before mailing it.)
