For starters, gcc is a Linux/Unix based compiler, it works properly only in such an environment, hence such specially adaptations for other environments like DJGPP for DOS. But the fact that gcc is able to generate 16bit x86 code doesn't mean that it is capable to easily produce proper DOS executable.
