Yah. At this point it is becoming harrasment. I'd call the cops
or have someone you know that happens to be a rather large guy be
there. They seem to be a little to interested in getting you to
say yes now. It's rather strange.

I have never had to deal with this kind of thing before and find it
strange that they are suddenly so determined to access my
connection. I would have thought most would have just dropped the
issue after the first no and moved on.
I get the impression that she is getting some pressure from her
brother to access this connection but their persistence just
increases my suspicion that they want it for more than just the
occasional surf.
We'll see what happens but thanks for the suggestions everybody. If
they continue, I will be calling the local police for assistance.
