personally, i think this is due to mis-set expectations -- and
no, i'm not going to go into why nor how they may have been
set incorrectly.

all code in the asf belongs to the foundation, which is comprised
of its members.  the members own the code and own the direction.
the committers get a shot at working on it; good committers
become members and thus get a piece of thw ownership of the code
and the direction.  commit access is a privilege, not a right; it's
based on trust.
