The "notifying-sam" seems messed up. To me, that says he isn't participating in the PMC. If you need to take a specific action to notify him, then it raises the question (to me) of, "why? shouldn't he have already seen that? isn't he already participating in the nominating and voting parts?" The only "long" portions in your process description is the voting and waiting for the 72 hour period post-board-notification. The rest is straight-forward and doesn't really need to consume much time. In any case, that process is basically correct: nominate, vote, notify, accept, notify-board, wait-for-ack, wait-for-72, add-to-committers.txt.
