I had a quick look at a few of the top 8 podlings in that link.

Droids should be helped to graduate not to retire, VXQuery is currently
voting to graduate, ODF toolkit should graduate (IMHO), S4 has just voted
to retire.

So from that i'm not really seeing the need for a new rule about retiring
podlings. I'm not sure where the current retirement policy is documented,
there best i can find is this email from Ross which i really like, its on
the private list (i thought that was going to be put up on the wiki, did
