This is the first time I see this planning, besides, I don't remember a discussion on the mailing list about it, I would not be surprised if others never saw it or just never considered it binding (e.g., in GeoServer we have dates in jira but they have no meaning). Despite of where it's hosted a schedule has to be discussed, not just setup unilaterally.
