The correct venue is either this ml or the admin mailing list
A proposal would be even better.
Rationale: we make proposals for everything that affects developers
and users at large. A release schedule is one of such things, even
if it does not deal with API changes directly (but it affects
when the API changes can be done).

I'm also questioning the idea of going to RC without a set of betas
before it.
In this sense you decided there won't be any more api changes and
decided to go RC, but RC means ready to be released unless major
bugs are found. Yet we haven't done any QA on trunk that I know of,
so a beta (feature complete, potentially buggy) would be more
appropriate and less controversial imho.
