Did you change the mime types to octet stream on the web server?

4. clients must connect from steam directly (not via "connect
xxx.xxx.xxx.xxx" in console) for the fast d/l to work (connected +
changelevel is ok too).
You can connect like you want, the fast download will work in both ways.
The clients need to have Internet Explorer installed, otherwise the fast
download will not work.
