TF2 only runs at 66 tick, not 33 or 100, just 66. It goes below 66 sometimes cause thats how the game works. I set my minrate around 20000 so DSL clients dont have issues since it depends on how good the end user's internet is. I encourage people to set their rate to 60000 though.
