We have had alltalk on since day 1 and because of this things have gotten pretty interesting in the meta game. When a team says "going to A" do you believe them? Call the bluff? Call the double-bluff? If you say "I'm coming with an uber around back" does the other team really know or care what's going on? If you're playing on an all-talk server - most times no.
I didn't mean to be preachy or rude about running a dedicated server - I've just come across more than a few who feel like they aren't being treated "fair" because their server is empty. Running a good server is a lot harder than it should be some days. Also to address the REAL point of your message, yes some more on-screen teaching would be nice although I'm not sure how to start approaching that subject. The tutorials are a nice start but don't go very deep. The coaching system is also a great tool, but not an end-all. I think this would call more for a series of instructional YouTube videos or something - laying out basic strategies such as airblasting ubers away, building stuff underwater, dropping the flag when a scout runs by for him to pick it up, etc. Might be a community project your server can do! There you go now you have something to build up your new community - something to bind them together in their quest for multiple head accesories.
