Regardless what the blog states as a player (not just a server

The only criteria being asked for is honesty isn't it?
No one is asking anyone to use or like respawn timers or not to write or
run mods.
Just to state whether they are or not via the tags.
Whether quickplay should give players more options over the servers,
game types or maps it connects to, is a complete different debate (and
also fairly unworkable, I imagine, until plugins and mods advertise
properly in the first place)
This idea that what you called 'vanilla this, vanilla that' is either
about an unchanging game or one that has excluded the creative community
is simply not true.
Valve have adopted 3rd party work and subsumed it into the so-called
'vanilla' game - giving an obvious benefit to the creative community
that sourced it.
Many of these tags, the subject of the thread, exist because respawn
times, crits and a number of other things have been added to the game to
allow servers to use them (or disable them)
Over the last 4 years or so the game has undergone perhaps thousands of
changes in hundreds of updates many of which have come from outside of
Valve.
So much fun that it probably feels like 5 years have passed to some :)
As for plugins, in my cynical view (perhaps formed by the dire
experience of running a minecraft server ) people who can't write code,
write plugins and people who can't write plugins write plugin
architectures :)
Perhaps that's a little unfair. But no more so than your idea that Valve
are nit picking.
