I know its been ages but one of the more stupid items IBM pulled was making 
their COBOL debug file unmovable.

We simply created a rule if any data set was marked unmovable it was deleted. 
We were always moving DASD around at all hours of the day/night/weekends and 
holidays etc etc we put our foot down and said to the users TS no file is 
allowed to be unmovable.

The first time we ran across such a file we had to put a stop to the the dasd 
migration and it hurt a lot of people and cost the company quiet a bit of OT. I 
think there were 10 IBM types and 8 of us commoners and as a standby we had 
several managers reachable by phone. 

The management was really mad as it cost the company $100K+ because it did not 
go as planned. After that everybody understood that unmovable files would be 
dealt with severely and no recourse.
