While z/OS is a licensed product (and probably so is OS/390 and MVS/ESA),

I'm not an attorney (especially not an IBM attorney), and thus cannot

On the other hand, IBM sales people are often very happy to loan hardware 
and software for trial periods. 
It can't hurt to ask yours, or contact IBM or an IBM partner to ask.

It's more complicated than that, Sergio.  Two points:
1. IBM does not license z/OS to Hercules boxes, and
2. There is no such thing as "free z/OS."

It doesn't matter whether you are running z/OS at work, at home, in the 
lab, on the playground, or in a virtual machine -- there are license 
charges to use z/OS.
