There are some IBM products that do what gags you. RMSMASTR is one: 

   
"16:32:17  * MSG FROM RMSMASTR: DFSMS IS STARTING 
                                                 
Virtual Machine not in XA or XC mode             
DFSMS initialization failed"

     
I don't know if there are others, but I would not be willing to bet against the 
possibility.
