I'm wondering when the anti-trust laws will be invoked here since
Intel will now be the source for about 99% of the processors.

No, there's AMD still and I think Transmeta is still limping along. There are also TONS of chipmakers for the more minor chip needs of a computer (the processor ain't doing everything, folks!). No monopoly worries there -- now on the video-game console front, IBM does seem to have a monopoly. Wonder if they'll start treating Nintendo like they did Apple when Nintendo fails to be one of the top 2 sellers?

Perhaps Intel will be making a special premium RISC chip just for the
Apple business, while keeping the CISC chip 886, err, Pentium IV for
non-Apple products.

As has been noted elsewhere, CISC is actually quite dead. Intel have been using RISC doing backwards-compatible CISC for quite some time now (years!). One of the many interesting possibilities this opens up for Intel is the ability to create chips that are unhobbled by Microsoft's crushing need for backwards compatibility ...

This would be the way to keep people from buying
cheaper hardware and installing Leopard on it.

I promise you that Apple has devoted considerable resources to making sure this won't happen. Nobody ever found a way to make G5s boot OS 9, and in the same sense I doubt we'll see any "hacks" to make cheap Dells boot OS X. Hardware transplants, crappy software emulation and Frankenboxes aside, OS X is only going to boot on Apple Macs.

Claiming that the PPC is inferior to Intel because most people use
Intel is like saying that all other restaurants are inferior to
McDonald's. (with apologies to Chas)

LOL!!!
