Beacuse using the link http://mydomain.com:8383/adduser.html doesn't work!!!

Sorry, you won't find it, or any other of the true cgi scripts in the
WebMessaging service. The closed-souce engine behind WebMessaging
interprets URLs on the fly, and processing that cgi and all others
dynamically and transparently. The only .cgi files in the web messaging
system are actually included files, which need that extension curiously
enough.
