It doesn't work because it needs user authentication in the form of a
URL session tracking number, among other things. You have to be
logged-in to get to all the .html pages, except for the login.html and
plogin.html pages.
Are you trying to automate the adding of users, or just make it easy on
yourself to add a new one from time to time?
Have you tried our EZSignUp utility? You could put it on a protected
URL, so that only you could access it, and then point your automated
processes to it. Or just use it to make it easy on yourself to add
