But, it is what you said (although perhaps not what you meant):

AOL blocks by network/mask, but you don't have the list so are using regex
instead.  AOL may be using PTR now, but is moving to entire blocks based on
their connection type instead.  That does sound like a move with many other
business implications, which Sanford articulated well (won't help AOL here,
they can't sell DSL service here, but can 5 miles away).  And, the slant on
those ISP's that will be hurt is "well, they were spam supporters anyway"
(which has already started).

No doubt, blocking entire countries will be next.  After all, the FP
percentage will be small.  Who cares if you want to email your relatives in
a banned country (unless, of course, they have a nice, safe AOL account).
