Not at all...SPF Fail is an extremely strong condition that could be
considered for outright rejection.  We use it on a lot of domains that don't
send mail, which keeps any spam forged from those domains from coming
through.  Similarly, for domains that only use a small number of outgoing
mail servers we list them all in SPF.  For those a failure is an indicator
of forgery...which would be either virus or spam, and could thus be blocked.

SPF Pass or Unknown is next to useless, though.

SPF is not anti-spam, it's anti-sender forgery

Let me know when I can say:  "no SPF records? then reject"
