UTF-8 contains more characters than some other standard like iso8859-1

Chinese/Latin when he or she sees UTF-8.
You are right. That's why we still start iiim daemon in EN UTF-8
locales by default so that users can easily add language input support
they need.
Hence if the user wants pure-English environment, then go ahead with
en_XX.iso8859-1 or whatever with iiim-panel disabled.
If users want to disable iiim service completely, it's possible through
gnome-session-properties, but from snv_108 as there are some critical
problems until snv_107.
