I don't see any benefits by disabling iiim-panel and IM activate/
deactivate trigger key. It's better to enable it. I believe a lot of
users (including me) want it enabled by default. It is not right to
assume that English users won't switch keyboard layout.
The problem is that for a large proportion of users, it'll just sit
there completely un-used. I believe you should either explicitly
enable it, or it should be shown by default for all non-En users.
There should be a way of easily detecting this at runtime.
