I don't understand why UTF-8 is an exception. My understanding is that UTF-8 contains more characters than some other standard like iso8859-1 (Please correct me if I'm wrong), so it means a user may want to input Chinese/Latin when he or she sees UTF-8.

Hence if the user wants pure-English environment, then go ahead with en_XX.iso8859-1 or whatever with iiim-panel disabled.

Because a UTF-8 environment is about more than just input; it's also about the material displayed and read by the system. It is not reasonable to assume that a UTF-8 environment automatically means additional input methods are desired.
