I disagree. Users from a Windows environment or others just find it
annoying. It is reasonable to expect advanced users (those who use an
English language environment but want to input in other languages) to have

Sorry, I failed to understand it's annoying. Isn't it just sitting
there? For the En-users,
what else need to do to input?
Let me count the ways it annoyed me:
* pointless use of resources unless you need input switching
* was constantly switching my input to latin mode (this never happens to
me in other operating systems) by a bad default shortcut key
* increased desktop login time
In short, I don't think it is unreasonable to expect users that need
alternate input methods to explicitly enable it *once* after they login
as it is likely not the common use case.
