I don't understand why UTF-8 is an exception. My understanding is that
UTF-8 contains more characters than some other standard like iso8859-1
(Please correct me if I'm wrong), so it means a user may want to input
Chinese/Latin when he or she sees UTF-8.
There is a group of user who want to read all characters correctly, but
not necessary want to/know how to input Chinese. Having iso8859-1 only
means many characters will not be properly viewable.

Hence if the user wants pure-English environment, then go ahead with
en_XX.iso8859-1 or whatever with iiim-panel disabled.

We assumed majority of English users won't switch keyboard layout
and don't need to know/see the current IM status. Without iiim-panel
and IM trigger key, users can input Latin characters by Compose key
sequences. And users can change the behavior easily via
iiim-properties.
