It is not clear at all. Or we are simply too stupid to understand it. And as we don't agree on things we don't understand, let forget the CLA once and for ever. I think there is a very large majority against. No need to mention that PHP has lived more than 10 years without it. And in this period it has been widely adopted in every parts of internet related economy (intra, extra or internet applications). None of the very large companies using PHP have had any issues with the PHP licenses or the lack of CLA. Don't try to solve a non problem or don't try to close the PHP project, it is already hard enough to get in.
