Can you explain why it is so time critical? If the mobile device is
already up and running, it will already have an accurate current clock
time, and can resynch with NTP at its leisure.

If it's booting from cold, it will not be in any MIP session so there
can't be any urgency.

I assume that in any case the mobile will have a preconfigured default
NTP server, by DNS name or even IP address.
