The current DBCP depends upon JOCL, that's why I was going to move it in
there. Is it OK to have a commons element depend upon a sandbox element?

I suspect that JOCL will go away entirely when it is included with Digester,
but I can move it into the sandbox. We can always delete it anyway.
It's a fun little ContentHandler example, if nothing else.
