There was nothing in my post that said I blamed the Russians. I was simply discussing the background of the development of small tactical nukes. For all my life it seemed that the U.S. and Russian competed with each other to have this or that weapon. That's old news to most here. It is not a red herring to discuss the background of them, especially when some of the reports have been written as if to indicate they are brand new and that Bush has somehow conceived them and/or wants to spend billions to develop them.
