Well, you suggested debating it ;o)......  I don't think of them as the same
thing.  Cottage pie is made from scratch ie. all fresh ingredients, using
fresh mince (ground beef for those in the US), but shepherd's pie is made
using left over cold roast meat (and left-over gravy), usually beef, because
there was never any left-overs if we had roast lamb!

At least that's how my mother always made them, and how I do now, too!
