They do in fact on every design.  Given the size of the airplane, the expected gross weight, location of various items  like pilot, passenger, fuel, baggage,engine, etc., they determine the location of the wing and thus the center of lift for proper W&B.  Other items like tail arm and size will help determine the CG range. One size does not fit all and nothing is perfect.......so pick a design that fits your mission........
