I didn't quite understand everything you were trying to say exactly...

Is the dual cabinet a -3 or 0 or 1 (I can't look up the software numbers)?
If it is -3 then you should be able to use the the windows tool on it.

I find the dos tool unusable any more. It always locks up when I try
to save information from the ksu.

If the cabinets are older and you are trying to upgrade them, you are
probably better off starting from scratch.
Also, if it is a dual cabinet, you should consider upgrading to a -5
or -6, with those versions they fixed the issue where you needed to
disconnect all extensions and co lines for 5 minutes while doing ANY
reboot.

I recently upgraded a -1 to a -4 and had to use the dos tool to just
view the settings, I could do that, but I could not save anything,
then I input the data manually into the newer unit.
