I think she's making a braid which will be used to decorate the trouser legs shown in the next stamp. There's a very similar photo in 'Braids & Beyond' by Jacqui Carey (ISBN 0 9523225 4 4) of a woman from Oman working on a 'khajuja' making a braid with cotton and flat metallic thread. I have a put a note with it that reads 3 prs + flat metallic strip 'cl st' at alternate sides - take flat strip around centre pair so same side remains at the outside (no twisting) I have also drawn a rough diagram which I can send to anyone interested.
