I'm sorry I assumed you were using the films at a FHL library. That is probably because I recently ordered quite a few directory fiche and film from a local FHL library. Actually, most of my Master Sources for directories were not done with the SourceWriter, and the directories were not from a FHL library. So I share your problem about how to cite them.

I have handwritten notes from fiche and photocopies from film viewed at the Clayton library in Houston with data and images from Houston, New Orleans and Galveston city directories; I have handwritten notes and jpg images saved onto a thumb drive from fiche obtained through interlibrary loan, viewed on a digital viewer here in Seattle;I have digital images made with my camera, from various locations, plus digital text from directories on Ancestry.com, and sometimes even an actual paper directory.

For me, it is important to keep track of when and where I viewed each film or fiche, including the library call number and fiche number, and original publisher of the directory, which I write in handwritten notes, and type in Legacy, so I can print them on the footnotes and in the bibliography on Legacy reports, and so I can go back and find at it again later, if I have questions about what I wrote in my notes.

It appears that you are using FHL films, so you will probably want to use the Legacy template that allows you to enter an FHL film number and an Item number, in Step 3., Source Details.

I believe when you enter FHL film number, the repository automatically appears as "Family History Library, Salt Lake City, Utah".

Looking at the Library Catalog on FamilySearh.com; and searching place, Duluth, Minnesota, I see the 19 reels of film with each listed by title and FHL Film number.

I see that 1915/1916 and 1916 are both on the same film number
"1915/16 R. L. Polk & Co.'s Duluth directory, 1915/16... by Duluth Directory Co., Publishers - FHL US/CAN Film [ 1843979 ]" "1916 R. L. Polk & Co.'s Duluth directory, 1916... by Duluth Directory Co., Publishers - FHL US/CAN Film [ 1843979 ]"

The title I would use is what is in the film notes, example: "R. L. Polk

& Co.'s Duluth directory , 1915/16", or
"R. L. Polk & Co.'s Duluth directory , 1916", or whatever you are citing, so that someone else could go back verify what you are citing.

"1915/1916" and "1916". Then on roll 9 there were "1921-1922" and
"1923".  Elizabeth Shown Mills in her book "Evidence Explained" in
section 12.56 talks about citing multiple years in a general citation
but I wasn't sure how to handle the different reels of microfilm.
