Not where they were born; where they were when application was made for the
card.  It's been a relatively few years since people were required to get
SSNs for dependents; for the first 40 or 50 years of Social Security, folks
would only get a card when they had to start PAYING taxes.

Now you have me excited. Given a social security number (let's say
412-55-2134, purely made up), can I locate which area 412 belongs to?
That -could- give me a clue as to where a person was born, and I could zero
some inquiries to that area. Could I even obtain a list of Area Numbers?
Perhaps get it on some web site?
