But even less systems have compatible automake & autoconf amongst each
other :-} (read: I dislike autoconf and automake a lot)

cmake exists on my Debian system at work, my Gentoo system at home can
surely emerge it.

This might actually be a good solution, as Python Scons is probably
slower and even less widespread than cmake.

How easy is it to install cmake on Windows systems ?
