The dependency hell is currently even worse because sometimes people dont
have the right autoconf and automake installed, and finding out _why_
things fail is really terrible. Many distros install _multiple_ versions
of automake and autoconf, but that is not a clean solution, and the
situation doesnt seem to get better.

I doubt that Python, and especially SCons, is provided in a standard
Windows installation, or is it ?
