Do you think Condolessa Rice incapable of such a task? Or will there be a
new influx of state department bureaucrats cast a in new mold? For example:

1. State Department officials posted to foreign countries will, in the
future, fluently speak the predominant language of the countries in which
they serve, plus have a comprehensive knowledge of the religious and
political cultures present in that country.

2. Under Condolessa Rice, State Department Officials will cease and desist
with the use of racial epithets to refer to the residents of the country
in which they serve.

3. State Department Officials and employees will cease and desist the
practice of "shacking up" with residents of the country in which they
serve, especially when predominant religious practices forbid such
behavior on anyone's part. 

4. The sale or purchase of goods, regardless of their source, on the Black
Market in foreign countries will be punishable by immediate expulsion from
the foreign country and termination from the State Department. 

5. State Department officials will be held to the highest moral and
ethical standards. Either moral or ethical violations will be dealt with
most harshly including having to listen to nine hours of Hillary Clinton's
speeches on American politics. 

Do you think this would be possible? 8-)
