Coba simak komentarnya di bawah ini. Tetapi sayangnya para ilmuwan itu masih
juga takut membuat konferensi di Indonesia. Takut ngak aman. Padahal dari
Bali ke Timtim jauhnya ngak ketulungan (kalau jalan kaki apalagi). Bagaimana
ya menjelaskan pada mereka Indonesia itu luas, luas sekali. Emang para
ilmuwan ini tidak seberani wartawan (walau ada wartawan yang takut juga,
tapi rata-rata berani. Sampai ada yang terlalu berani jadi mati di Timtim.
Biasanya yang terlalu berani itu bule. Melayunya takut mati juga. Habis kita
tahu sih siapa yang menembak yaitu yang punya senjata).
Padahal persoalan terumbu karang persoalan penting bagi indonesia maupun
dunia. Hayo wakil Indonesia yang biasa ikut di ICRS kasi penjelasan pada
mereka.

Dear fellow coral reef scientists,
Evan Edinger's Response To Jan Steffen's petition.

I am a reef scientist with several years experience working in Indonesia.
I am also very concerned about the human rights situation in Indonesia in
general, as well as East Timor. After careful consideration, I have
decided not to sign this petition, for the following reasons.

1. The Indonesian military is implicated in crimes against humanity in
East Timor.  The United Nations high commissioner for war crimes (Mary
Robinson) is recommending a tribunal to investigate the role of the
Indonesian military in these crimes.  We would not consider holding an
international conference in Serbia, Iraq, or North Korea, or in South
Africa under the Apartheid regime.  I think that attention to human rights
considerations should not be viewed as politicizing the ICRS.
2. Indonesia does indeed respond to external diplomatic pressure.
President Habibie told the Indonesian Parliament that external diplomatic
pressure was one of his primary reasons for agreeing to the UN referendum
at all.
3. This is a crucial time to maintain diplomatic pressure on Indonesia,
particularly on the Indonesian military, regarding human rights throughout
the country, as well as in East Timor.  Isolating the Indonesian military
may require well-targeted economic sanctions in addition to termination of
all military aid/joint operations to/with Indonesia.
4. Many Indonesians, particularly students, are now advocating a more
democratic Indonesia, in which the military does not have its current
far-reaching political and economic power.   I believe it is appropriate
for us to support their efforts.

Given this background, I feel that now is not the best time for the ISRS
to hold an international conference in Indonesia.  Were the 9ICRS to be
held in Indonesia as planned, I would not feel comfortable participating
in the conference at this time.  Perhaps the situation would improve over
the next 12 months, but perhaps it would not.

As Mark Erdmann pointed out, the decision to hold the 9ICRS in a
developing country is important.  If the organizing committee chooses to
seek alternate venues, these should be in developing countries, preferably
in the Indian Ocean or western Pacific Ocean regions.

Public diplomatic and political pressure is important.  Perhaps the best
option for the ICRS organizing committee at this point would be to
publicly announce that it is investigating other venues, due to the
current human rights situation in Indonesia.  Such an announcement should
include apologies to the Indonesian scientists, conservationists, and
organizing committee, who are not responsible for the human rights tragedy
perpetrated by the Indonesian military.

I continue to view Indonesia as an appropriate country to host the reef
meeting, but not at this time. I support postponing the Indonesian venue
until the 10thICRS in 2004. Given the need for external political and
economic pressure on Indonesia regarding human rights, I do not support
continued plans for the 9ICRS to be held in Bali.
