I'd try ATDT<numbers> instead of simply ATD.  And try without the country code
(+47) - try to find a modem in the same country that you can connect to.

The way I see it this problem is caused either by Linux/IrDA having some bug
somewhere in the IrCOMM driver or by sending the wrong commands to the phone.
I've successfully used Linux/IrDA in Linux 2.2.9-irda2 since it was available
with my Nokia 8810.
