I disagree. I see it as a matter of safety. You have to use headlights at night (when you can't see everything clearly) for the same reason you have to use them when the weather causes you to not be able to see clearly. If you have a tool you can use to help you be a safer driver, by all means use it. If not for your own sake... for mine. I really don't feel like getting sideswiped as I come out of a blind driveway becuase I didn't see any headlights comin. To me, it's just a matter of common sense and im actually quite suprised it hasnt become a law until now.
